What's on the roofs in Haverhill

Haverhill was one of the country's great shoe cities. It was the third-largest shoe producer in the U.S. by 1860, and by 1919 it had more individual shoe manufacturers than any other city in North America. Its population grew from about 15,000 in 1870 to nearly 50,000 by 1915 and is close to 68,000 today. That history left a deep stock of 19th- and early-20th-century houses, from colonial-era homes on the river to Victorians built for the shoe owners. About 58% of homes are owner-occupied and 42% are rented.

Bradford

South of the Merrimack, Bradford was its own town until it joined Haverhill in 1897 and became largely residential. Its housing runs from Greek Revival and Italianate houses to four-squares, bungalows and Dutch Colonials. Bradford Common is a local historic district.

Rocks Village

A riverside village at the city's east end with many surviving colonial-era houses, including saltbox and center-chimney homes and the Sargent-Moody-Tenney House of 1700. It's a local historic district.

Downtown and Washington Street

The shoe district's big brick buildings mostly went up after the great fire of 1882. Washington Street is a local historic district.

Main Street and the Highlands

Large houses built for the city's prominent businessmen line Main Street toward the Highlands, in Italianate, Stick and other Victorian styles. Steep, complex roofs are the rule.

Haverhill houses

Roofing Haverhill's colonials, Victorians and multi-families

Colonial-era houses. In Rocks Village and Bradford, 18th-century saltbox and center-chimney houses survive. Old board decking, uneven rafters and big chimneys all need care, and in the historic districts, changing materials can need a certificate.

Victorian homes. Along Main Street and toward the Highlands, Italianate and Stick-style houses have towers, bays, dormers and deep valleys. Every valley and wall joint is a potential leak, so the estimate should spell out flashing work.

Early-1900s houses. Four-squares, bungalows and Dutch Colonials, many in Bradford, have porch roofs and dormers that tie into the main roof. Gambrel roofs on Dutch Colonials need careful flashing at the slope break.

Two- and three-families. Many multi-family houses have low-slope main roofs and porch roofs, and those need a membrane, not shingles. See flat and rubber roofs.

Permits and historic review

Roofing permits in Haverhill

Building permit. Haverhill's Inspectional Services Department, in City Hall at 4 Summer Street, takes permits through the city's OpenGov portal. The city requires Home Improvement Contractor registration for work on owner-occupied one- to four-family homes, a Construction Supervisor License for non-owner-occupied or three-plus family properties, and workers' comp information.

Homeowner permits. Owners may pull their own permit for a one- or two-family home they live in.

Historic districts. Haverhill has three local historic districts: Rocks Village, Bradford Common and Washington Street. In each, exterior changes need a certificate before the building inspector can issue a permit. Repairs that don't alter the character of the building are exempt in Rocks Village and Bradford Common. Roofs aren't named in the exemptions, so check with the commission before changing roofing materials.

Licensing. We verify the credentials a job requires before we send a contractor any calls.

Roofing Service Pros is a referral service. We don't pull permits or do roofing work. The roofing contractor who does the job handles the permit.

FAQ

Haverhill roofing questions

What licenses does Haverhill ask for on a roofing job?

Haverhill's building permit page says Home Improvement Contractor registration is required for work on owner-occupied one- to four-family homes, and a Massachusetts Construction Supervisor License is required for non-owner-occupied or three-plus family properties. Workers' comp information is required too. Permits are filed through the city's OpenGov portal.

I live in Bradford Common or Rocks Village. Does a new roof need approval?

It can. Both are local historic districts, and the city code says nothing that affects exterior architectural features can be altered without a certificate, and the building inspector can't issue a permit until it exists. Paint color and repairs that don't alter the character of the house are exempt. If a new roof would change the material or look, talk to the commission before you sign.

Can I pull the permit myself?

Haverhill lets homeowners pull their own permit for a one- or two-family home they live in. If you hire a registered contractor, it's usually better to let them pull it, since homeowners who act as their own contractor give up some state protections.

My house is a Victorian near the Highlands. What should I expect?

Haverhill's Victorian houses have steep roofs, towers, dormers and big chimneys. Those details take more labor and more flashing than a simple gable roof. Ask for an estimate that spells out flashing and valley work, not just the number of squares.

Is there a charge to use Roofing Service Pros?

No. The call and the referral are free to homeowners. Your estimate and any work are agreed directly between you and the roofing contractor.
