What Massachusetts law says about hiring a roofer
Massachusetts has more consumer protection for home improvement work than most states. Knowing the basics protects you before you sign anything.
- HIC registrationContractors doing residential work on owner-occupied 1–4 family homes must be registered as Home Improvement Contractors. Hiring a registered contractor gives you access to the state's Guaranty Fund if something goes wrong.
- Construction Supervisor LicenseMany roofing jobs need a CSL holder supervising the work. Ask for the license number and look it up.
- A written contractHome improvement contracts over $1,000 must be in writing, with the start and completion dates, the total price, the payment schedule and the contractor's registration number.
- Deposit limitThe deposit generally can't exceed one third of the contract price, except for special-order materials.
- Three days to cancelIf you signed away from the contractor's office, you can generally cancel within three business days.
- The permitRe-roofing generally needs a building permit. Let the contractor pull it. Pulling it yourself costs you Guaranty Fund protection.

What Massachusetts weather does to a roof
Ice dams. Freeze-thaw cycles make ice dams a winter fact of life here. The state building code requires an ice barrier from the edge of the roof to at least 24 inches inside the exterior wall, so any proper replacement includes it.
Snow load. Heavy, wet snow from nor'easters stresses older and low-slope roofs. Flat roofs on triple-deckers and additions need clear drains so meltwater has somewhere to go.
Wind. Nor'easters and summer storms lift and tear off shingles. Modern architectural shingles carry higher wind ratings when they're installed to the manufacturer's nailing spec.
Older housing. Much of the state's housing is decades old, often with two layers of shingles already. That means a full tear-off and, often, some deck repair.

FAQ
Massachusetts roofing questions
Do I need a permit to replace my roof in Massachusetts?
Re-roofing generally requires a building permit from your town or city building department, and the contractor normally pulls it. If you pull the permit yourself, you lose access to the state's Guaranty Fund, so let a registered contractor handle it.
How do I check a roofer's registration?
Ask for their Home Improvement Contractor (HIC) registration number and their Construction Supervisor License (CSL) where the job requires one, then look both up on the state's license lookup. We verify these before we send a contractor any calls.
How much can a contractor ask for up front?
Massachusetts generally limits the deposit to one third of the total contract price, unless special-order or custom materials cost more than that.
Can I cancel a roofing contract after signing?
If you signed somewhere other than the contractor's place of business, such as at your kitchen table, you can generally cancel within three business days without penalty.
Is there a charge to use Roofing Service Pros?
No. The call and the referral are free to homeowners. Your estimate and any work are agreed directly between you and the roofing contractor.
